The image looks heavily jpg.ed I wonder if you saved this as an image from bryce as a jpg instead of saving the entire file and then picking up the .bmp and converting that in a paint package to a .jpg since from my own experiance I know that bryce produces very poor jpg compression and similar artifacting as I see in your image.
It is not without flaw but it does look a lot better that way.
It still has that stairstep look but I wouldn't sweat it. Your last image shows that you have the sizing down pat.
