Eagles Landing

I was inspired by the photo in my beach scene. I have two layers of water in order to create water washing in at the beach with the tide going out. I used PS to blend the water in with the sandy beach. I am working on a new scene with three layers of water trying to create water on the sand. I need help trying to figure out how to lighten up the eagle without lighting up the water or rocks. I have even tried Rashad's flattened spotlight but it still lit up the rocks in the background. I have put up to six small radials on the bottom side of the eagle but in order to increase the brightness to see the wings the ocean water begins to lighten up. And if you have any other suggestions for this scene I would be willing to listen. What I want to do is make another scene with the full view of the eagle and use PS to blend the two pictures together. I want to thank everyone on this site as this seems like quite an improvement from the first picture I posted. But still have allot to learn.
