Render this using the cel-shade materials and it would look trully impressive, the terrain especially. I'm saying this because the image is not overburdened with detail and this is one requrement for success using cel-shade/toon-shade materials. Sometimes simplicity is everything, one just has to find the key to present it. I'm offering one of the many solutions, who knows, you might like the outcome. Good luck further!

This is a bit surreal. A rock or a peninsula with a lighthouse and a tree in front of the light. The lighthouse is not height enough. Nevertheless, I like this composition. The material on the rock looks very nice, sky and water fit the scene nicely. The boat could be a tad lower in the water. What I like most here are the glowing sails.
